Hertzberger submitted this scheme as part of an invited competition commissioned by the Stadt Freising, Germany, which was looking to accommodate residential and office accommodation thought to increase rapidly through the construction of the new airport nearby. The large site is located next to the motorway that connects Munich with Passau. Hertzberger proposed to directly link the site to the road network by means of its own junction.
All buildings and possible uses are based on the same structural grid, which can be filled according to demand and need of the end user.
